Make Metadata Mandatory

Metadata fields in payments and webhooks are great as they allow data sharing of essential info, like a device UID for a licence.

However, they are not enforced, allowing direct payments that are missing essential information.

If there was a good case for implementing and managing metadata (ie the current system) then it should be recognised that these are important, valuable and critical information and it makes sense to allow them be be enforced with generic or user-defined messaging prohibiting payments if missing.
