Localized pricing for meters

On an "Usage Based Billing" subscription we can add Localized pricing and Purchasing power parity pricing for subscription's base price but currently we can't do the same for meter's pricing. For subscriptions that solely rely on meters and base price is zero, Localized & Purchasing Power Parity pricing are not configurable. It would be better if even meters can have these pricing rules.
